Yah...but it's not exactly a neutral gesture now, whatever it may have been. You'd think he'd be more careful about that, it does (as DA says) make it way too easy.
The cropping kind of makes it hard to tell, but it looks kind of like ol Harper's up against a wall or a door jamb of some kind, which would make it hard to extend the arm out farther so it looks less like a Nazi salute.
Not that I'll vote Conservative anyway, but fair's fair. :)
I had a grad student (PhD candidate) as a "lecturer" for a couple of my seminars once, Fascism and The Holocaust. She bemoaned the fact that the Nazis made it difficult to wear black and silver: "Society suffers because those bastards had good fashion sense?! It's not fair!"
It's not entirely clear from the original either, whether he's in the doorway or outside it. But according to the paper he's coming out of a bus, at a Tim Hortons. :)
